Integrity in Horse Racing
  • The participants are clearly identified
  • Motivations and corresponding Actions are transparent
  • Differences between the participants are readily available to other participants, officials, and to horse racing customers

Integrity in Wagering
  • The wager can be made with a reasonable assertion that all other wagering customers have access to the same information about the participants
  • Once a wager is receipted, the wager is valid and reflected in the wagering host’s pools
  • At the point that the wagering pool closes, after this point wagers cannot be made, changed, or cancelled

  • In operation on all TRPB thoroughbred racetracks associations conducting meetings
  • Scaleable to include all HTA harness racetrack associations wagering
  • Expanding capability in 2007 to cross reference participants/performance and results

Wagering Integrity
  • Verify that the location making the wager is the identified retail location and not something else
  • Ensure the ownership and management of the location is legitimate
  • Find how wagers are made and that the host track is aware of a site’s operation
  • Toolset: TRPB Due Diligence process for Host Tracks

Regulatory Oversight
  • Officials are fully capable and empowered to deal effectively with any rule violation
  • Policing of racing and wagering is efficient & comprehensive
  • Deterrents impact the actions of participants

Racetrack Operators
  • Each constituent group in horseracing performs their role in their one best interest
  • Integrity of wagering is a central responsibility of the racetrack operator
  • The TRPB & SIS support the racetrack’s role
